H. LYN SMITH, CMAT, CMTT




Lyn Smith is a N.I.A.S.E. certified Master Automobile Technician and Master Heavy Duty Truck Technician. He is a state-certified vocational education instructor in the area of automotive technology. Mr. Smith has been instructing courses in automotive technology and evidentiary review of accidents at the University of Akron in Akron, Ohio since 1970.

Lyn is also a certified Motorcycle Rider instructor by the Ohio Department of Highway Safety and Motorcycle Safety Foundation. He is a Special Examiner for the City of Akron Civil Service Commission and Chairman of the Akron Regional Public Schools Advisory Committees for Automotive Technology. He also serves as an vocational education advisor in the area of automotive technology for several educational institutions.

Mr. Smith is a former test driver and product evaluator for Summit Racing Equipment. He has also produced several instructional video tapes covering various topics for Summit Racing Equipment.











JAY A. ZINCKE




Jay A. Zincke is a Transportation Safety Specialist with more than 24 years experience in the highway transportation field.

Mr. Zincke spent 20 years of service as an officer, sergeant, and lieutenant with the California Highway Patrol. Throughout his career he focused on perfecting his inspector skills through formal academic work and hundreds of hours of specialized training and experience.

Mr. Zincke has conducted Facilities, Terminal and Equipment Inspections of Motor Carriers of Passengers pursuant to the Military Bus Agreement (MBA) to ensure carrier compliance with applicable Federal, State and Military throughout the contiguous states.

He has conducted audits of motor carrier acquisitions and evaluated their compliance with Federal Motor Carrier Safety Regulation and made recommendations for corrective actions.

He has conducted accident analysis, investigation, and reconstruction services for three motor carriers headquartered in the eastern United States.

He is an instructor of Basic and Advanced Accident Investigation at San Bernardino County Sheriff's Academy, San Bernardino Valley College, and Civil Liability Crafton Hills College.

He served on various Legislative and Regulatory committees as a representative of the California Highway Patrol including the Tarp Bill Advisory Committee.

Mr. Zincke is State of California court qualified as an expert witness in Civil and Criminal matters involving traffic law and collision analysis.
